Stormwater Management Plans

a. The best management practices (BMPs) that a permittee will implement for each of the storm water minimum control measures. BMPs must be selected to address TMDL recommendations for identified water quality problems associated with MS4 discharges within an MS4’s watersheds.

b. Statements indicating that the permittee has the legal authority to implement BMPs listed in the SWMP.

c. The measurable goals for each of the BMPs, timelines for implementation, interim milestones and the frequency of each BMP activity. At a minimum, measurable goals must satisfy the performance standards listed for each minimum control measure.

d. The person or persons (including position title or titles) responsible for implementing or coordinating the BMPs for the SWMP. The SWMP must include a Table of Organization that includes primary point of contact and identifies how implementation across multiple positions, agencies and departments will occur.
