Comment on updates to the 2026-2029 Transportation Improvement Program

Lake Erie West Regional Council (formerly known as Toledo Metropolitan Area Council of Governments, or TMACOG) is accepting public comments on recommended changes to the Fiscal Year 2026-2029 Transportation Improvement Program (TIP).
The TIP is a list of specific projects that implement the policies laid out in the Transportation Plan, which covers Lucas and Wood counties. TIP projects are recommended by project sponsors from around the region, including cities, villages, county engineers, transit providers, and the Ohio Department of Transportation over a four-year period.
Lake Erie West’s Technical Advisory Committee (TAC) has recommended two amendments to be presented to Lake Erie West’s Metropolitan Planning Organization (MPO) Policy Board.
The Policy Board votes on final approval of the TIP project list and is responsible for considering and approving changes brought forth in TIP amendments. The Board will meet Wednesday, March 18, to consider these amendments.
TIP Amendment #5 (click to read) addresses five projects in the 2026-2029 TIP, including:
- PID 117683 Lucas Emerald Avenue Shared Use Path (the project scope is being modified to remove the mention of roadway reconstruction): Project in the City of Toledo (Lucas County) to construct a shared use path on Emerald Ave. between Anthony Wayne Trail (SR 25) and Ottawa St., including necessary related scope. This project does utilize Lake Erie West-managed funds (TAP);
- PID 120281 2027 TARTA CMAQ Projects (a portion of the project scope pertaining to operating assistance will transfer to the new PID 125527; the project will also move funds for the bus replacement from FY27 to FY26): TMACOG provided CMAQ funds for various projects. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 125527 TARTA CMAQ Operating 2026-2029 (project addition in FY27 for operating expenses transferred from PID 120281): TARTA operating expenses for FY2026-2029. This project does utilize Lake Erie-West-managed funds (CMAQ);
- PID 122749 Lucas CR 130 1.45 Finzel Road (the project scope is being modified to remove mention of a roundabout at Finzel and Dutch roads, which was added in error when originally programmed): Project in Village of Whitehouse (Lucas County) to resurface Finzel Road from SR 64 to Weckerly Road, project includes necessary related scope. This project does utilize Lake Erie West-managed funds (STBG);
- PID 125145 TARTA Westwinds Operating (project addition in FY26): Westwinds Industrial Park operating expenses. This project does not utilize Lake Erie West-managed funds.
TIP Amendment #6 (click to read) addresses 11projects in the 2026-2029 TIP, including:
- PID 122726 Lucas MR 4077 0.0 Lawrence Ave (project scope is being modified to add TAP funds to the existing project programmed in FY28): Project in the City of Toledo (Lucas County) to reconstruct Lawrence Ave. from Monroe St. to Dorr St. Scope includes lane reduction for pedestrian bump-outs and parking, a shared use path, streetscape, mini roundabouts at Lincoln Ave and Oakwood Ave, and locally funded waterline replacement. Scope also includes a shared use path on Lawrence from Monroe St. to Bancroft St. This project does utilize Lake Erie West-managed funds (STBG/TAP);
- PID 124901 Lucas University/Parks Trail Bridge at Ten Mile Creek (project addition in FY30): Project in Lucas County to construct a shared-use path over Ten Mile Creek east of Centennial Rd. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 124988 Wood TR 68 3.14 Union St. Sidewalk (project addition in FY30): Project in Village of Walbridge (Wood County) to replace sections of deteriorated walk and fill in gaps in existing walk along Union Street between Ross Street and Martendale Place. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (CRP);
- PID 124989 Wood SR 18 12.96 Shared Use Path and Poe Road Walk (project addition in FY30): Project in Village of North Baltimore (Wood County) to construct a shared use path along SR18 and bike lanes on S. Poe Road. Includes necessary related work. This project does utilize Lake Erie West-managed funds (CRP);
- PID 124990 Lucas CR 65 3.74 Angola West Roundabout (project addition in FY30): Project in Lucas County to construct a single lane modern roundabout at the intersection of Angola Road West and South Crissey Road, includes necessary related scope. This project does utilize Lake Erie West-managed funds (CRP);
- PID 124991 Lucas Harroun and Holland-Sylvania Roundabout (project addition in FY30): Project in City of Sylvania (Lucas County) to construct a modern single lane roundabout at the intersection of Harroun Road and Holland-Sylvania Road. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 125004 Lucas MR 2305 Weckerly Shared Use Path (project addition in FY31): Project in Village of Whitehouse (Lucas County) to construct a shared use path, new sidewalks, and enhanced crossings on Weckerly Road and Grover Drive. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (TAP);
- PID 125183 Wood Crossroads and Deimling Roundabout (project addition in FY31): Project in City of Rossford (Wood County) to construct a roundabout at the intersection of Crossroads Parkway and Deimling Road. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 125190 Wood Crossroads and Bass Pro Roundabout (project addition in FY31): Project in City of Rossford (Wood County) to construct a roundabout at the intersection of Crossroads Parkway and Bass Pro Blvd. Includes necessary related scope. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 125533 TARTA CMAQ Capital 2029 (project addition in FY29): Diesel bus replacements. This project does utilize Lake Erie West-managed funds (CMAQ);
- PID 125541 TARTA CMAQ Capital EV 2031 (project addition in FY31): Electric bus replacements. This project does utilize Lake Erie West-managed funds (CMAQ).
