The full day's workshop is designed specifically for site inspectors. A networking lunch will take place at 11:00 a.m., followed by targeted sessions for construction professionals from 11:45 a.m. - 4:00 p.m.

Andy Stepnick, P.E., | Andy graduated from the University of Toledo with a bachelor's in civil engineering and is a Professional Engineer in the State of Ohio. With almost twenty years of experience at the City of Toledo, he spends much of his time communicating with citizens, engineers, architects, business owners, and staff across various city departments regarding construction permitting, historic plans, field investigations, and permitted Municipal Stormwater System Discharge compliance. |
Laura Shriver, | Laura Shriver has a Bachelor of Engineering in Civil Engineering from Youngstown State University. She has worked for Ohio EPA’s Division of Surface Water at the Northeast District Office for 12 years. Laura started out with her duties split between the Wastewater and Stormwater Programs as a compliance inspector. She has now moved into the more focused role of Construction and Post-Construction Stormwater Inspector, overseeing all 15 counties in the Northeast District. This role includes compliance inspections of active construction and post-construction sites, along with auditing MS4 Programs to ensure that municipalities are implementing their Construction and Post-Construction Stormwater Programs in compliance with the MS4 Permit. |
Sgt. Laurie Renz, | Sgt. Laurie Renz has been employed with the Toledo Police Department for 28 years. She is currently the supervising Sergeant with the department's Crime Scene Investigation Unit, where she has been assigned for the last eight years. She has extensive training and experience in multiple areas of Crime Scene Investigation, including crime scene photography, and has been certified to testify in court as an expert. |
Karen Dolliver, | Karen Dolliver has a degree in Civil Engineering from Michigan Technological University and has been a licensed professional engineer in Ohio since 2003. She has worked for a private waste management company for 10 years in addition to The Mannik & Smith Group, Inc. for the last 25 years. Typically, Karen is involved in 1-2 landfill construction projects per year. In the past 10 years, she has assisted numerous clients to apply for and obtain individual and general NPDES permits. As part of that work, she has helped draft Stormwater Pollution Prevention Plans (SWPPPs) to meet NPDES permit requirements, including preparation of post-construction Operation and Maintenance Plans. |
Lynette Hablitzel, P.E., | Lynette Hablitzel is Ohio EPA’s Stormwater Program lead worker. Previously, she coordinated the industrial, construction and MS4 areas of the NPDES storm water program in Ohio EPA’s Northwest District Office. Lynette’s experience spans both the NPDES wastewater and storm water worlds. She is a graduate of the University of Toledo with a Bachelor’s of Science in Chemical Engineering. Lynette holds a Class III Wastewater Operators certificate and is a registered Professional Engineer in Ohio. |
Lauren Rush, | Lauren Rush is the Natural Resources Manager for the City of Perrysburg. She is responsible for multiple programs within the City that range from water quality, flooding, and environmental compliance - to native plantings, invasive species, rain barrels, and recycling. She has been in service to the citizens of the City of Perrysburg since 2017 and is a Northwest Ohio native. |
Andrea Beard, P.E., | Andrea Beard has served as an Engineer with the City of Oregon since 2002. She has been a key contributor to the City’s Storm Water Management Program since its inception and brings over two decades of experience in storm water compliance and inspection. Andrea has performed SWP3 inspections on a wide range of development sites, from small projects to large-scale construction, and continues to support the City’s efforts in maintaining and improving storm water quality. |
| Phillip Lagger, P.E., Civil & Environmental Consultants, Inc. | Phillip Lagger earned a Bachelor of Science in Civil Engineering from the University of Toledo in 2010 and became a licensed Professional Engineer in 2014. He has over 10 years of experience developing Stormwater Pollution Prevention Plans and conducting site inspections. |
